The programme looks into enhancing competencies in the areas of policy development including policy agenda setting, formulation, adoption, implementation and evaluation. It is not enough to have competent multilayer and multidisciplinary coordination structures but these structures should have capacity to develop conducive and effective sector management tools, such as policies, strategies, planning frameworks, monitoring and evaluation systems, communication frameworks, etc. that will guide the development and transformation of the sector.
At the county level, the Programme will support the adoption and domestication of the policies through regulations and County Integrated Development Plans.
